تنها وزارت ارتباطات می‌تواند به شکل یکپارچه شبکه را بررسی کند و علت قاطعانه‌ای برای مشکلات شبکه عنوان کند، اما آنچه ما از ابتدای سال تا امروز دیده‌ایم، اختلال شدید به دلیل حملات DDoS است که روی اپراتورها و شرکت زیرساخت اتفاق می‌افتد.
در هفته گذشته نیز ما شاهد اختلالات جدی به شکل مقطعی و در مدت زمان ۳ تا ۱۰ دقیقه بودیم؛ به این صورت که اختلالات سه دقیقه‌ای، پنج و یا ده دقیقه‌ای را به شکل پرتکرار در اپراتورهای مختلف مشاهده کردیم. ظاهرا دلیل اصلی این اختلالات، انحصار و ناتوانی شرکت زیرساخت برای تامین پهنای باند کافی و Redundant و مقابله با حملات DDoS است.
